Councilor Schwab requested that the following be added to his comment on Page 9: "Councilor Schwab observed that in August 1998 the Council received a written request from a state legislator to look into marine fishery by-catch issues, but to date the Council had not completed this project." He stated that he felt this project needed to be completed. Councilor Somma amended Page 2 to include his statement that proposed scup regulations were biased against shore fishermen. The minutes were unanimously accepted as revised.
