Commercial Fishing on Artificial Reefs

Tom Melton asked whether unrestricted commercial fishing should be allowed on artificial reefs created by or with the assistance of DEC, since funding for these structures came from recreational fishermen. It was pointed out that commercial fishermen had made voluntary contributions to the establishment of some reefs. Councilor Jordan said that it also had to be asked, how had that particular sea bottom been used before? It might have been good trawling ground. Mr. Young briefly reviewed the history of the Department’s artificial reef program, which originated in the 1960’s. Funding came largely from New York State recreational funds. The sites were designated by the Legislature, and had special management area designation, which allowed for the development of specific restrictions on commercial harvest activities. All materials placed on the reefs were sanctioned by the DEC. The focus was on recreational fishing; limiting commercial gears was an open issue, although lobster pots were allowed on artificial reef sites. Councilor McBride added that very few reefs had been built, so infringement on commercial activity would be minimal. Mr. Wise asked Mr. Steve Heinz, who is in charge of the Department’s artificial reef program, to be present at the Council’s 18 September meeting, to assist the Council with a fuller discussion of this topic and Councilor Melton’s suggestion.
