Chairman Wise opened the meeting at 2:10 pm. He asked for a moment of silence to recognize those who lost their lives and loved ones in the recent terrorist attacks in New York City and the Pentagon, and in recognition of the uniformed and non-uniformed personnel involved in the rescue and recovery operations.
