Chairman William Wise opened the meeting at 2:05 p.m. He stated that production of the minutes & bulletin for the Council’s 18 September 2001 meeting had been delayed because his secretary and the Council’s staff assistant for the past several years, Ms. Elaine Lissauer, had taken another job in early October and her position had not yet been filled.
