Gordon Colvin of DEC’s Bureau of Marine Resources distributed to the Council updated marine recreational fishing laws and regulations. He noted that these measures include changes made by emergency rule-making in the regulations for summer flounder (fluke), scup (porgy), and striped bass that had been recommended by the Council at its 04 March 2003 meeting. These changes were adopted on 04 April 2003. The larger rule making of which these changes are a component is still in the public comment period. The comment record will be presented to the Council and discussed at its 13 May 2003 meeting. The changes undertaken through emergency action for the three above species will remain in effect until DEC takes formal action on the entire marine finfish regulatory package.
