At its 04 March 2003 meeting, the Council passed a motion recommending that DEC seek NMFS approval to institute the winter flounder net exemption program for vessels in New York State waters in 2003. Mr. Colvin told the Council that DEC subsequently made this request to NMFS. NMFS approved the request on 31 March 2003. Several commercial boats have enrolled into the winter flounder exemption program, which will remain in effect until the flounder season closes.
