Chairman Wise opened the meeting at 2:10 p.m.   He went over the agenda. Councilor Joseph McBride requested that, in addition to the scheduled agenda items, the Council discuss MRFFS survey with regard to the management situation affecting scup and fluke.  

With its 16 September 2003 meeting, the Council resumed appending a marine law enforcement highlights report to its meeting bulletin series.   Captain Otterstedt of DEC's Division of Law Enforcement stated that he welcomes any comments or feedback regarding information provided in this report.   He would also appreciate notification from bulletin readers of any suspicious activity or unlawful acts involving marine resource law and/or regulation.   Contact information for the Division of Law Enforcement can be found on the attached Enforcement Highlights for September - October.
