Councilor Robert Danielson opened the meeting at 2:10 pm.   He informed the Council that Chairman William Wise was ill and not able to attend the meeting.   Mr. Wise had asked Mr. Danielson to run the meeting in his stead.

The draft minutes of the Council's 18 November 2003 meeting were adopted as written.
