Chairman William Wise opened the meeting at 2:00 pm, thanking Council Robert Danielson for filling in as Chairman for the 13 January 2004 Council Meeting, which Mr. Wise was unable to attend because of illness.

Capt. Richard Otterstedt of DEC’s Division of Law Enforcement for the Department of Environmental Conservation distributed information to the Council on the relative enforceability of various types of fishery management measures that had been developed by the Law Enforcement Council of the Atlantic States Marine Fisheries Commission (ASMFC).  Captain Otterstedt felt that this information would be useful to the Council when it deliberated on specific management measures for marine fisheries that might be implemented in New York.
