Chairman Wise reminded the Council that, since the Council’s scheduled meeting of 13 July 2004 was cancelled for an anticipated lack of a quorum of members, the agenda for that meeting has rolled to this meeting, with a few additions.

The draft minutes of the Council’s 18 May 2004 meeting were adopted as written.
