Opening

Chairman William Wise began the meeting at 2:05 p.m.  He noted that several councilors were unable to attend the meeting and, thus, the Council will not reach its quorum.  Formal Council action on any agenda item discussed at the present meeting will be deferred to the Council’s January 2006 meeting.  Item #3 on the meeting agenda, report of the Council Subcommittee on Charter/Party Boat Operators Licenses, will be dropped from the meeting agenda because the chairman of that subcommittee, Councilor Joseph McBride, is not attending today’s meeting.

Captain Richard Otterstedt of DEC’s Division of Law Enforcement announced that he will be retiring at the end of the year and wanted the Council to know how much he enjoyed working with them over the years.   Among other things, Captain Otterstedt was responsible for preparing the much-anticipated Marine Enforcement Highlights report that concludes each issue of this bulletin.  The Council expressed thanked Capt. Otterstedt for his many years of service to marine resource management in New York and his assistance to the Council in its discussions and deliberations over the years, and wished him all the best in his future endeavors.

The draft minutes of the Council’s 20 September 2005 meeting will be discussed and adopted at the Council’s January 2006 meeting.

NOTE TO READER:  This meeting of the Marine Resources Advisory Council was held at the Holiday Inn Express in East Setauket, New York due to the ongoing refurbishment of DEC’s offices on Belle Meade Road in East Setauket.  That work will, however, be completed in time for the 10 January 2006 Council meeting, which will be held at the 205 Belle Meade Road location at 2:00 p.m.
