State Government/DEC Transition IssuesNew York now has a new Governor and Mr. Colvin reported that, as part of the transition of state government underway, DEC is awaiting the appointment of a new Commissioner. Not until the Commissioner is appointed will there be a sense of the scope and direction of the changes in policy and executive staffing at DEC. Commissioner Denise Sheehan has announced her resignation and Mr. Carl Johnson will serve as the Acting Executive Deputy Commissioner in the interim. Mr. Carl LoBue of the Nature Conservancy stated that there are many community-based organizations across the state that are assembling detailed and specific recommendations to the Governor’s Environmental Transition Team regarding the restoration and expansion of State environmental programs. Taking note of this, Mr. Wise reminded the Council that it earlier reconvened its Marine Program Finance Committee to update the assessment of DEC marine program needs within the Department that it first compiled nearly 5 years ago.
