2007 Fluke Recreational Fishery Regulations
Mr. Colvin reminded the Board that DEC had adopted emergency regulations for 2007 covering the recreational fishery for fluke that were consistent with the recommendations of the Council. This was done against the better judgment of the Department's professional and reservations maintain by Mr. Colvin and Gerry Barnhardt, Director of DEC's Division of Fish, Wildlife and Marine Resources. Mr. Colvin observed that emergency rule-making is not the best way to approach the development of responsible, well-considered fishery management measures. For the future, it will be critical for New York to be anticipatory in its approach to fluke management, to have a plan in place that provides guidance for how the Department will manage this fishery under different scenarios. To begin to create such a plan, he asked that a subcommittee of the Council be established soon to work with the Department on fleshing out the particulars. The following councilors volunteered to serve on this subcommittee: recreational fishery - Christopher Squeri, Anthony Somma, Charles Witek; commercial fishery - Sima Freierman; for-hire industry, James House, Phil Curcio (non-council member).
