Proposed Council Tutorial on Emerging Fishery Management Approaches

Ms. Antoinette Clemetson, of the New York Sea Grant Extension Program, made a presentation in which she proposed arranging a seminar for the Council on LAPP's, Limited Access Privilege Programs, an emerging technique in marine fisheries management.  This seminar would be one of several arranged by Sea Grant and other organizations to improve the quality of stakeholder input to the marine fisheries management process.  It is hoped that educating groups like the Council on newly-minted management programs and approaches will improve the atmosphere and facilitate dialogue between resource managers and marine fishery stakeholder groups.  Further, such seminars will create opportunity for stakeholders to learn about current/pending marine fisheries issues before these issues are brought into play in marine fisheries management.  In addition to introducing the basic concept of LAPP's to the Council, the seminar will afford an opportunity for the Council and DEC staff to discuss the possible relevance and utility of such programs to New York's marine resource management problems and issues.

Councilor John Davi thought that it would be a good idea to have a meeting to educate the public as to what the program is all about.  Chairman Wise thought this might help to find a way to improve fisheries management.  Councilor Jordan said that he would like to hear from the people who are deeply involved in setting up these programs and what the parameters are.  He’d like to know what fishery is capable of handling a limited access program as opposed to one that isn’t and what would determine which is which.  After a general consensus of approval, it was decided that the proposed seminar will take place on December 3, 2007 at 2:00 at the DEC offices at 205 Belle Mead Road, East Setauket.  The list of presenters at the event will be determined and then announced.
