Scup

DEC will propose altering the regulations to authorize New York to trade commercial scup quota with other states. The Department has this authority for fluke; this mechanism should be created for scup, also. New Jersey has not taken its scup quota for the last two summers and doesn’t expect to do so this year. Rhode Island has the biggest commercial scup quota and may have some available to trade this year. The Council concurred in the proposed regulatory change.
