Require holders of state foodfish licenses and foodfish shippers and dealers licenses to file trip reports and/or weekly dealer reports with the National Marine Fisheries Service. This would extend the current reporting requirements to all commercial fishery license holders, as will be suggested by the Atlantic Coastal Statistics Program Initiative (ACCSP). Discussion took place about the need to keep administrative and paperwork burdens placed on small businesses to a minimum. However, fishery management plans will continue to lay out mandatory requirements that include data collection, using the ACCSP as a model. The benefits of mandatory reporting were discussed, as were the different approaches taken to secure commercial and recreational catch information, and the need for any system to be comprehensive, accurate, and fair. There was agreement that fishermen, commercial and recreational alike, are better off in the long run with good catch data being used to make fishery management decisions and mandatory commercial catch reporting was probably necessary to secure good data.
