John Mason of DEC organized a meeting with commercial fishermen dealing with the Year 2000 state commercial bluefish commercial quota (1,060,000 lb.), which will be a "hard quota" like the fluke quota--any overage will be subtracted from the next season. The consensus was to leave the system basically as it was now, open but with restrictive trip limits later in October, November or December, depending on the gear type. New York will need to transfer bluefish quota as has been done for scup. Implementation will use the same method, with the 100 lb trip limit raised if transfers occurred. Otherwise, the fishery would be closed when the quota was reached. A package describing the proposed measures will be distributed for public comment.
