Councilor Knobel chairs a Council subcommittee on DEC marine program financing; with his impending resignation from the Council, he needs to be replaced. Mr. Colvin reported that the federal Conservation and Reinvestment Act (CARA) bill had passed the House in a version slightly different from the Senate’s. He advised all present to contact Senators Moynihan and Schumer to urge them to bring CARA to a floor vote. CARA would allocate millions of dollars annually to the states for natural resource management programs, using royalties and other fees derived from offshore oil & gas exploration & production.
