Chairman Wise began the meeting at 2:00 p.m.  He indicated that a discussion of recurrent problems involving the illegal harvest of blackfish had been added to the agenda.  Councilor John Davi, Jr. asked that the Council also discuss increasing the present lobster by-catch allowance for fish traps.  Council Joe McBride asked for an update on the Council subcommittee on establishing a cap on the number of state “for hire” vessel licenses.

The draft minutes of the Council’s 25 January 2005 minutes were unanimously approved as written.
