Opening

Council Chairman William Wise opened the meeting with a few announcements.  Councilor John (Sandy) Mason recently had heart by-pass surgery.  He will not be attending this meeting but, by all reports, he is convalescing and regaining his strength and activity level.  The Council asked Chairman Wise to express to Mr. Mason its best wishes for a full and speedy recovery.  Councilor Sima Freierman has indicated that she will be resigning from the Council because her new employment is not associated with New York's commercial fishing industry.  The Council asked Mr. Wise to communicate its thanks to Ms. Freierman for her Council participation and to wish her the best of luck.  Mr. Wise noted that the recreational fisheries representative seat on the Council that had been previously occupied by Mr. Jack Ferrera had been filled.  He expects Mr. Ferrera's replacement to attend the September 2007 Council meeting.

Capt. Dorothy Thumm, head of the Marine Enforcement Unit (MEU) of DEC's Division of Law Enforcement, introduced Major Timothy Duffy the new head of environmental law enforcement in DEC Regions 1 - 5 and the MEU.  Major Duffy expressed his interest in working with the Council on all matters related to the Department's enforcement of marine resource law and regulation.

Chairman Wise noted that the Council was scheduled to next meet on 18 September 2007.  He has developed a conflict with that date and asked if it would be possible to move this meeting to 25 September 2007. The Council had no problem with this change.

The draft minutes of the Council's 15 May 2007 meeting were adopted as written.
