Changing the Vessel Designated on a Commercial Fishing Permit

Mr. Wise noted that several commercial fluke permit-holders had approached him with the same request.  A commercial fluke permit owned by a corporation must be endorsed to a specific vessel.  The vessel so designated can be changed, but this currently requires a personal visit by the license-holder to the DEC office in East Setauket to fill out and sign paperwork.  Some holders of corporate commercial fluke permits have multiple boats and to make this trip when they wish to change the vessel endorsement is an economic hardship in terms of travel costs and lost fishing time. They would like to see an expedited way in which to change the vessels endorsement on these corporate permits, such as a fax-in or phone-in request.  An example would be in the instance of one's boat breaking down on a Saturday.  DEC offices are not open on Saturday and worse, what if it were a holiday weekend?  You would have to wait until Tuesday to get out to East Setauket to change the vessel endorsement. 

It was discussed that there should be some kind of code to prevent inappropriate activity.  Jim was concerned that if this became too complicated, it would be counter-productive.  Councilor Danielson moved that the Council recommend to DEC that it look into this matter and see if it would be possible to develop a more accommodating procedure for changing vessel endorsement on a commercial fishing license or permit.    Mr. Jordan seconded the motion.  It was adopted by a vote of 10 in favor; 0 opposed; 0 abstentions.
