Starting with the January 2000 meeting, guests and visitors to Council meetings wishing to speak during the opening public comment period will be asked to confine their comments to items on the meeting agenda. Persons wishing to make statements will be requested to so indicate on index cards and pass them to the chairman beforehand. Chairman Wise urged members of the public who wish to raise an issue before the Council to contact him well in advance of a regularly-scheduled Council meeting so that the issue can be put on the formal agenda. He noted that comments from the guests/visitors at Council meetings will continue to be entertained on any motions before the Council prior to the vote.
