Councilor Sullivan presented an update on the Draft Environmental Impact Statement for the NY-NJ Harbor Dredged Material Management Plan. Building an offshore containment island in Zone 3 (Atlantic Ocean off Long Island) has been given Status Five--"least preferred." The use of underwater borrow pits for disposal is the number one option under consideration. The proposal for containment islands in Lower Bay of New York Harbor has been dropped from further consideration.
