Conservation Fund Audit

Mr. Colvin reminded the Council that last year there had been a state-wide controversy when the Conservation Fund Advisory Board sought to increase hunting and fishing license fees because of a projected deficit. The Legislature did not raise the fees; however the State Comptroller was asked to undertake an audit of the Conservation Fund. This report will be released shortly. The role of the Conservation Fund Advisory Board in reviewing DEC expenditures for program costs, and whether the Board is fulfilling its statutory obligations, will be included in this audit. Mr. Colvin stated that the Council has a similar statutory obligation to review expenditures on DEC marine resource programs, and it might expect similar questions to be asked as to whether it was discharging its statutory obligations. Councilor Knobel requested a summary of MRAC’s statutory obligations from the DEC legal staff. Mr. Wise referred the Council to the MRAC Councilor’s manual, which lists these obligations.
