DEC Program Expenditures on Marine Resources

Earlier discussions of the audit of the New York State Conservation Fund raised the question of the Council’s statutory obligation to periodically review DEC allocation of resources among marine programs. Chairman Wise pointed out that the Council had conducted such reviews in its formative years but that fishery issues were now consuming the lion’s share of the Council’s time and attention. He suggested that, since agency budgets were done annually, perhaps the Council should review DEC’s marine program budget every two or three years. Councilor Knobel noted that the Council’s founding legislation stipulates that this program review be performed in January of every year. Mr. Colvin replied that the Marine Resources Advisory Council Bulletin more than satisfied the legal obligation for summary and review. Mr. Wise asked Mr. Colvin to prepare a table of DEC marine resource program expenditures for review at a future Council meeting. Councilors Knobel, McCarron, and McBride volunteered to serve on a subcommittee to developed a suggested procedure by which the Council could periodically review these expenditures and to present their proposal at the Council’s 16 May 2000 meeting.
