Mr. Colvin reported to the Council that the new emergency regulations on taking of horseshoe crabs have been implemented. A public meeting would be held 29 November 2000. The total annual catch allowed New York was 366,000 lbs. This would be regulated with monthly and then weekly reporting as the quota was approached. If the quota were approached during the season, fishing effort would be reduced to a five-per-day trip limit. Councilor Schwab asked if NMFS would be closing Delaware Bay to horseshoe crab fishing, and Mr. Colvin responded that the closure was limited to the federal waters of the EEZ, a spawning area that also provided habitat for protected shorebirds.
